Pennsylvania Opens Online Gaming Licensing to Out-of-State Companies

The Pennsylvania Gaming Control Board (PGCB) has announced a new procedure for applying for online gaming licenses in the state. This new process allows companies based outside of Pennsylvania to apply for a qualified gaming entity designation. This designation will allow operators to obtain one of the three online gaming licenses available in the state.
Previously, only businesses with physical locations and online operators with agreements with those casinos were eligible to apply for online gaming licenses. However, the PGCB has periodically opened the application process to out-of-state entities. The first application period took place in late 2018, and this is the second time the regulator has opened the process.
